Federal Spending Pause Disrupts Housing Aid, C.A.R. Offers Guidance on Financial Aid, Multigenerational Homes Surge in New England

Federal Spending Pause Disrupts Housing
A temporary pause in federal spending, ordered by the White House, caused major disruptions for housing providers across the country. The pause, which was set to go into effect this week, blocked access to federal funds for rental assistance programs, putting millions of low-income tenants at risk of missed rent payments and potential evictions.
Although a federal judge temporarily halted the pause, concerns remain. Housing agencies rely on these funds to make rent payments on behalf of tenants, and a delay could cause landlords to lose confidence in the system, making them less likely to accept housing vouchers in the future. Many providers don’t have the cash reserves to weather such interruptions.
With February rent payments due this weekend, service providers are scrambling to make sure tenants don’t face eviction or uncertainty. The pause affects various federal assistance programs, including Section 8 rental vouchers, and could have long-term consequences if funding issues persist.

C.A.R. Offers Guidance on Financial Aid
In the wake of devastating wildfires, the California Association of REALTORS® (C.A.R.) is stepping up to help those affected understand their rights and avoid potential pitfalls. C.A.R. President Heather Ozur emphasized REALTORS®’ roles in providing essential guidance on financial assistance, insurance claims, and safeguarding against scams.
Those impacted can apply for FEMA disaster assistance at DisasterAssistance.gov or through the FEMA Helpline. If you have insurance, it’s crucial to file a claim immediately, as FEMA cannot assist with damages already covered. Be cautious of on-the-spot settlements from insurance companies—always review your policy and be mindful of additional payments for living expenses.
C.A.R. is also highlighting protections against rental price gouging. In affected counties, rent cannot increase by more than 10% until March 2025. And with new laws protecting homeowners, Governor Gavin Newsom’s executive order targets speculators making exploitative cash offers below market value. Violations can lead to fines or even jail time.
