Homeownership: Fannie Mae CEO Warns of Housing Crisis
In a recent interview with MarketWatch, Fannie Mae CEO Priscilla Almodovar shed light on the unique and significant challenges plaguing today’s housing market, which deeply impact homeownership.
Almodovar, who has over two decades of experience in housing policy, noted that buyers are grappling with record-high home prices, coupled with elevated mortgage rates and soaring insurance costs. “It’s a highly unaffordable market right now,” she stated, emphasizing the lock-in effect that’s stalling home sales and threatening homeownership for many families.
Despite a recent dip in mortgage rates, the average monthly payment has surged to $2,070, a 24% increase since the pandemic began. With Fannie Mae backing one in four residential mortgages, Almodovar has a front-row seat to these unfolding challenges related to homeownership.
Current homeowners are reluctant to sell, fearing higher rates on new mortgages, leading to a dramatic drop in home sales—the lowest since 1995. This situation complicates the pursuit of homeownership many aspire to achieve. Almodovar asserts that tackling this crisis will require action from policymakers across all levels to increase housing supply and address local zoning issues, thus facilitating more opportunities for homeownership.
As climate risks escalate, Fannie Mae is also closely monitoring the impact of natural disasters on housing stability, which can disrupt the path to homeownership for affected communities. Almodovar warns that effective solutions will require collaboration across sectors to ensure a brighter future for homeownership.
Despite these hurdles, the aspiration for homeownership remains strong, with 84% of Americans still viewing it as a key part of the American dream—a vital aspect of the homeownership journey.

China Housing boosts funding to support its struggling sector
In a bold move to revitalize its struggling housing sector, China is expanding a “white list” of eligible housing projects and boosting bank lending to these developments to a staggering 4 trillion yuan, or about $562 billion, by year-end.
Housing Minister Ni Hong announced this initiative at a press conference, revealing plans to accelerate the redevelopment of urban areas, targeting one million “urban villages.” He emphasized that resettling residents will help address the surplus of existing housing.
These financing pledges come as part of broader efforts to stabilize a sector that has faced severe turmoil since 2021, impacting the overall growth of China’s economy. Ni stated, “It can be said that the bottoming out of the property market has begun.”
To rebuild buyer confidence, China has implemented measures to address ongoing concerns about falling home prices and delayed construction. While no official figures have been released on unfinished homes, a Nomura report indicated that 20 million units remain unsold but not yet built.
Since May, over 2.46 million new homes have been delivered, with banks approving more than 5,392 projects and nearly 1.4 trillion yuan in financing allocated.

Funding Enhances Rural Housing Affordability
The Alabama-Coushatta Tribe of Texas Housing Authority has received a $150,000 grant from the Federal Home Loan Bank of Dallas, or FHLB Dallas, through Austin Bank. This funding is part of a new $1 million initiative aimed at enhancing affordable housing for Native American tribes.
During a ceremonial check presentation today, FHLB Dallas officials announced that the Native American Housing Opportunities Fund will provide grants ranging from $50,000 to $150,000 for various housing needs. These can include assistance for homebuyer down payments, rental support, and essential repairs.
Austin Bank Senior Vice President Debbie Braune highlighted the focus on rural housing affordability, stating, “We are pleased to be a part of this effort to bring greater affordability to Livingston.”
The Alabama-Coushatta Housing Authority plans to use the grant to install 75 generator switches, provide 15 internet connections in a remote neighborhood, and add eight new central air-conditioning systems. Director Jerry McKinney noted the importance of these improvements, especially for families affected by frequent power outages and the need for reliable internet access for education.
FHLB Dallas Senior Vice President Greg Hettrick praised the initiative, saying it supports critical affordable housing efforts. He emphasized the innovative uses of the fund, which aim to prepare communities for future challenges.
